It looks like the data may be available from a WMS server*:
http://wms.ctis.nrcan.gc.ca/wms/pages/content/en/

*registration required?

if this does give you access to the data, you can use a WMS-->gpsDrive
importer, like the one discussed here:
http://selwerd.nl/~dirk-jan/gpsdrive/archive/msg06246.html

I didn't register, but you may want to explore this route further. It
is the same method i use to get USGS topo maps in gpsDrive here in the
states.
