as a prototype you can try GRASS's r.in.wms + d.out.gpsdrive.

sorry to constantly push the GRASS solutions, but it's what I know.
certainly there will be other, more direct ways. probably involving
wget, gdal tools, and a language like python. but then you have to code
it yourself :)
