In Etch these files can not be found in any packages:
  mapnik/map.hpp
  mapnik/agg_renderer.hpp

So you have to specifically ./configure --disable-mapnik


then ...

make[3]: Entering directory `[$SRC]/data/map-icons'
make[3]: *** No rule to make target `square.big/transport/track/*.png', needed by `all-am'.  Stop.

As there is no  square.big/transport/track/
(but .small * classic.* are exist)

if I edit data/map-icons/Makefile to stop it looking for DATA it gets past that.
