could the update-icons.pl script that deals with them just spit out a
1-line warning to stderr that the particular file wasn't found and move
on? (with or without adding in the placeholder in the XML anyway)
That way they aren't forgotten (the warnings annoy you until you do
something about them), but don't annoy the packaging either.
(sorry, I'd send a patch but I don't know any Perl)
