Sure. I have made a new download area on the SF site called "tile collections". currently it is not visible because there is nothing there.
Besides the license issues you point out below, the only other thing to consider is how much disk space we use on their server. The SF download server instructions say:
"There are no quotas in the File Release System, we do ask that you limit yourself to reasonable size constraints when making file releases."

there is small a blockage in that users will have to rely on project

See if a local library has a copy of the GRASS book, 3rd ed. Or maybe you can find a cheap copy on Amazon or so. It is a very nice introduction to GIS in general & I highly recommend it. http://www.grassbook.org/
Earlier editions are focused on earlier releases of the code, so GUI and vector processing sections may be out of date. Core GIS and raster info will still be relevant though.
