Eureka! It works.  I found a planet file for New Zealand here:
http://debian.mcmillan.net.nz/nzosm/

Error : /usr/bin/mapnik-osm-updater.sh: line 422:
/usr/share/postgresql-8.2-postgis/lwpostgis.sql: No such file or directory

Changed line 422 to use /usr/share/postgresql-8.3-postgis/lwpostgis.sql as I
installed PostgreSQL 8.3
Then:
andy at virtual-heron:~$ sudo mapnik-osm-updater.sh --all-planet --no-mirror
--planet-file="/home/andy/New_Zealand.osm"

Now it works witn mapnik maps.

Now I have OSM going I can continue loading up my marine charts for the
Auckland region - ready for the summer fishing season.
