No...they are old as stated on the page. Grab the latest from here if you want 
he S-57 ENC's and updates as well.

As far as I know ENC vector charts are not fully suppported by OS software yet 
in that the viewers/translators are not quite ready yet. BSB/KAP Rasters from 
NOAA work fine. If you sort out the ENC vector charts pls do post to the list 
as to how you did it.
