original S57 data are distributed as .000 files, updates (diffs) are distributed as .001, .002, etc files.
my recomendation is to use the BSB raster versions of the NOAA charts unless you want to help out with the OpenEV/GDAL S-52 plugin coding / testing. Once that is working we can focus on generalizing it to GDAL/QGIS/GRASS/general FOSS GIS ... i.e. -> GpsDrive.
