That was it. 

It was located in two locations /usr/lib and /usr/local/lib/ Removing the 
later and running ldconfig did the trick. Where this came from I dont know, 
gpsd would not require it, I did try to compile gpsdrive from svn once a few 
weeks back but it broke so left it alone. I do have mapserver installed which 
also uses postgis and proj so perhaps its source is from mapserver packagers. 
Dont really know.
