I deleted the libs in /usr/local/lib so cant tell what the source of these 
were. The more I think about it however the more I tend to think this is a 
qgis issue as this is the only program (svn sources) that I build from source 
and installed that uses proj4.  I build gpsd from source to get around a 
buggy bluetooth gps receiver but it does not use proj. Then again it could be 
postresql from ubuntu but as others have not experienced this and users on 
the postgis list report no issues, I tend to think its the later.

Thanks as I think this is important as I struggled with this for almost 3 
weeks 2 hrs a night and no info source other then Hamish could point me 
towards a solution. Resources tested were several K/ubuntu weblog authors on 
how to install postgres and postgis, the postgis list, postgis IRC etc etc. 
What eventually tipped me off was a post on the mapserver list that I read a 
very long time ago and seemed to recall out of the blue. Google was not that 
helpfull either. 

So if it is an issue with any specific program that you build from source, in 
my case I tend to think it was qgis, it will come up for sure again. The cool 
part is that the solution is so simple Ross.
