are the aerial photos georeferenced? ie can gdalinfo read them and say
something useful about their coordinates?
Or are they on some known 1 km^2 grid? (eg UTM) Then you can apply
corner coordinates and coordinate system metadata with gdal_translate.
If so, then you can use gdal_slice.sh to make the tiles. See the other
thread about Nautical Charts for that.
If not, you can do harder manual orthophoto georeferncing from road
overlays, etc.
