What happens if you run:
cat < /dev/ugen0
or
gpsd -D 5 -n /dev/ugen0
With my first install of gpsd on opensuse, it just
wouldn't "see" my dongle no matter what options I
used, although cat < /dev/ttyUSB0 gave me screenfuls
of NMEA data from the get-go. What fixed it for me in
the end was a straight recompile/reinstall.
