hmmph. I just downloaded # 12200 from
  http://chartmaker.ncd.noaa.gov/mcd/raster/download.htm
and it works for me.. resulting GeoTiff looks ok in QGIS, positioning the mouse over grid confluences shows nice round lat/lon numbers in the status bar.

also worked was the bare-bones version:
  gdalwarp 12200_1.KAP noaa_1.tif


I'm using:
$ gdalinfo --version
GDAL 1.4.4.0, released 2007/11/23

from Debian's backports.org for Etch on a Pentium4.
