this shouldn't be built (and isn't really needed) in with the standard
settings. have you set the option -DWITH_GDAL=ON ?
maybe you should try it with -DWITH_GDAL=OFF

the file in the utils directory are currently not maintained, maybe be we 
should remove them at all...
