I'd suggest rather than reinvent our own, that OpenEV from GDAL or QGIS be
used there. But README.lib_map says: "The above world file does not give
sensible results in other GDAL applications it uses a special hard coded
case."  -- perhaps we could write a .prj / Well-Known-Text projection
description to solve that, then QGIS et al. could be used?
