 27x15 seems like a suspiciously small image.

what does gdalinfo say about the grib file?

I'd suggest taking these questions to the gdal mailing list or filing a bug report with GDAL, as it seems there may be some error reading the header
info. (which is not surprising for newly added code)
(but first, what does gdalinfo say about it?)
