Seems the Bayern extract is only about 120M compressed. I have 1GB of ram
and have added the Finland extract (50M) without any swapping at all. Takes
about a minute.
Try adding more swap! Can be done in a file, doesnt need to be a partition.
Will be reinstalling my laptop soon so I could before that try to add the
Bayern extract.

Have you done the PostgreSQL "tuning" described in
http://wiki.openstreetmap.org/wiki/Mapnik/PostGIS ?
